Rates Funded Activities

This page gives a description of the activities or groups of activities that are funded by Porirua City Council rates.

General Rate

The general rate is used to fund the following groups of activities:

Democratic Processes This covers the attendance of elected members at meetings, election costs, the production of the Council's Annual Plan and Annual Report and support services to those processes. 
Culture and Recreation Includes parks and recreation maintenance and development, indoor recreation facilities, library, museum services and cultural support, and the cemetery and crematorium. 
Environment, Economy and Community Includes environmental policies, land use control, employment and visitor industry, and Council property management and development. 
Health and Safety Includes the regulatory activities of Council; for example plumbing, drainage, environmental health, building and animal control. 
Public Utilities Includes the provision of roading, stormwater drainage, provision of public toilets, refuse disposal and litter collection, and part of the costs of water supply and sewage collection and treatment. 

Uniform Annual General Charge

The Uniform Annual General Charge (UAGC) is a flat rate charge assessed on all separate rating units.  The UAGC is used to fund the same activities as the general rate.

Targeted rates

Targeted rates are only assessed on those properties that receive the service funded by the targeted rate or are capable of receiving the service funded by the targeted rate.

Water supply

This rate partially funds the purchase and distribution of water and the maintenance, improvement and operations of the water supply infrastructure system.

Sewerage Disposal

This rate partially funds the maintenance, improvements and operation of the sewerage disposal infrastructure system and Council's share of the maintenance, improvements and operation of the Wastewater Treatment Plant and associated networks.

Kerbside Recycling

This rate funds the operation of the kerbside recycling collection service.

City Centre Covered Walkways

This rate partially funds the annual debt servicing costs of the City Centre Covered Walkways loan.

City Centre Development

This rate partially funds the cost of the city centre development and marking.
