Code of Land Development and Subdivision Engineering

Porirua City Council is developing a new Code of Land Development and Subdivision Engineering.

This is the document that sets engineering parameters and standards for subdivisions and other development within Porirua City.  This new Code replaces the 1983 Code of Urban Subdivision. 

It relates to the following matters: requirements and engineering standards for all types of land modification and development, subdivision; earthworks and significant landscape development, roading, the provision of utility services including, water supply, sanitary sewerage, stormwater, electric power, telecommunication services, and gas.

The new code will apply throughout the city to all urban and rural areas, and apply to all works whether they be for Council contracts, for land development or utility service operators wishing to provide new services within Porirua.

The proposed new Code works closely in conjunction with NZS 4404:2004, the New Zealand Standard on Land Development and Subdivision Engineering.

We would like to emphasise that the requirements in the Code are not absolutes, but rather means of compliance (with the District Plan and the broad overall objectives set out at the front of the Code).  It will be possible for Developers to come up with alternative means of compliance, provided they meet the broad overall objectives, and are equivalent to the Code requirements.  The provisions of the Code will form the basis of conditions to be imposed on applications for resource consent.  Applicants for resource consent have the right to object to any conditions imposed. 

Submissions closed on 8 May 2009. 

A Council Hearing was held on Thursday 30 July at the PCC Council Chambers, at which a number of submitters spoke to their submissions.
