Overview
Porirua City Council Proposed Plan Change 7 to the District Plan to include a regulatory framework for the management of commercial scale wind energy generation.
The proposed plan change involves eight amendments to the District Plan, which are detailed in the Proposed Plan Change.
Statutory Process
The proposed plan change was notified on 22 September 2007.
107 submissions were received by the close of public submissions on 14 December 2007.
Further submissions from 25 further submitters were received in response to the initial submissions, which are summarised in the Summary of Decisions Requested document, and the time for making further submissions has now closed.
A Hearing Subcommittee was appointed to hear submissions and further submissions, and consider the proposed plan change. The subcommittee was made up of standing Councillors and an independent Hearings Commissioner.
A Council Officer's report and recommended decision was presented to the subcommittee, along with presentations from all submitters and further submitters who had indicated that they wished to be heard.
The hearing concluded on 21 September 2009 and the subcommittee is preparing a recommended decision for the Council in respect of the submissions and further submission, which will include the reasons for accepting or rejecting any submissions.
After this decision has been adopted and published by the Council any submitter can then appeal the decision to the Environment Court.

A response to the information requested on 09 April 2009 by the Hearing Subcommittee was tabled by the Council Planner before the Council Planner's right of reply prior to the hearing closing on 21 September 2009. Copies of these are also available for download in the links below.
Council's Decision on Submissions
The Hearing Subcommittee is presently considering the submissions and further submissions and preparing a recommended decision for the Council to adopt.
When the Council has adopted its Decision on Submissions, the decision will be publicly notified and will be available as a hard copy in the Council's public reception area, and in the Council's libraries, as well as being available for download from the links below.
Extension of Time for Decision on Submissions
The Council's decision was initially anticipated to be available prior to 22 September 2009. However due to the delay in reconvening the hearing, the deadline for publicly notifying the Decision on Submissions has been extended to 26 February 2010.
