Proposed Plan Change 9 – Duck Creek Flood Management and Comprehensive Development Policy Area - WITHDRAWN
On 11 March 2008 the Council withdrew Proposed Plan Change 9 to enable Council and Whitby Coastal Estates Limited (WCEL the landowner) to consult on future development options for the former Duck Creek Golf Course land.
An initial 4 month moratorium period (with some exceptions) was agreed on further subdivision, development and preparation of District Plan changes affecting the site. The exceptions to the moratorium allowed for WCEL to pursue the subdivision and development of a Flotilla Place subdivision, and subdivision relating to land adjacent to where Marsden College is currently situated.
This moratorium agreement has been subsequently extended on 4 further occasions, with some further additions to the exceptions from the moratorium. It now expires on 1 June 2010.
These extensions have enabled Council and WCEL to productively discuss and agree on the need for the development of a comprehensive development plan for entire former Duck Creek Golf Course site. WCEL is currently preparing a draft comprehensive development plan, in consultation with Council, Greater Wellington Regional Council and the Department of Conservation. The Whitby Residents' Association has been invited to observe this process.
Recent modifications to the moratorium agreement now enable WCEL to apply for a small 6 lot subdivision at Shoal Place and a subdivision to extend Spy Glass Lane into part of the former Duck Creek Golf Course site. WCEL are also entitled to seek resource consents from Greater Wellington Regional Council and Porirua City Council for earthworks and supporting activities to divert a portion of Duck Creek adjacent to Adventure Park. WCEL are currently consulting with Greater Wellington Regional Council and Porirua City Council in the development of this application. Porirua City Council has reserved its right to submit on this application.
WCEL are currently working to a timetable to have a first draft comprehensive development plan for the site prepared by the the end of April 2010.
Council will review progress in the development of this draft comprehensive development plan at its Strategy, Finance and Regulatory Committee meeting on the 29th April, and consider at that time whether a further extension to the moratorium agreement is appropriate.
