What is the District Plan?
The Porirua City District Plan is a document that provides for change, development and use of the environment, while protecting and safeguarding it for future generations. It sets a framework of rights to using the environment and imposes obligations to protect it. Council is required to prepare such a Plan by the Resource Management Act.

Operative District Plan Changes
Council has processed several Plan changes since the Porirua City District Plan became operative on 1 November 1999.
Those Plan Changes are:
Operative District Plan Change 1 – Above Ground Network Utility Lines - became operative on 18 October 2006
Operative District Plan Change 2 – Business Park Zone - became operative on 19 January 2005
Operative District Plan Change 3 – Medium Density Residential Policy Area - became operative on 20 October 2004.
Operative District Plan Change 4 – Baxters Knob Commercial Recreational Policy Area - became operative on 20 October 2004.
Purchasing the District Plan
You can purchase the Porirua City District Plan, which comes in two volumes, one for the text and one for the maps, or download sections from the links above.
Copies of the Porirua City District Plan are available from Council on phone (04) 237 5089 at a cost of $150.00 (GST inclusive). Postage will be additional.
Rolling Review of District Plan
Since 2002, Council has been undertaking a Rolling Review of the District Plan. This review has been focused on reviewing issues associated with enhancing the overall effectiveness and efficiency of the Operative District Plan.
In recent years this has further developed to take on substantive structural issues within the current District Plan, which has lead to existing District Plan programmes such as the Rural Review, and current Proposed Plan Changes such as the Proposed District Plan Change for Recreation and Open Space.
Needs have been identified through this programme to develop some broader ity initiatives and programme to strategically guide decisions around how the city should locally develop and grow in the long term. An example of this type of project is the Porirua Development Framework and the City Centre Revitalisation Plan. Although not strictly forming part of the District Plan, they provide some of the high level thinking or the review of the District Plan.
As part of the research necessary to progress the District Plan review many specific projects are being progressed, that provide the data, background and reasoning for some of the changes to the District Plan that will occur as a result of the Rolling Review.

This rolling review of the District Plan, will lead to a full review of the District Plan, that legally must commence by November 2009.

District Plan Changes

Designation Updates where new District Plan maps have not been issued
Under section 181 of the Resource Management Act 1991, without further formality, Designation K1012 was removed from the Operative Porirua District Plan on 20 December 2006. The District Plan has been amended. An update will be forwarded to all Plan Holders in the future. However, section K of the District Plan held on this website, has been updated to reflect that this designation has been removed.
